Reporting to senior business owners, you'll drive an evidence-based investigation that builds on existing assurance and due diligence work already completed, to shape recommendations that make the scheme more efficient, effective and robust.
Key Responsibilities
- Lead and coordinate an end-to-end investigation into future operating model options, following confirmation of scope, purpose and policy/funding parameters.
- Assess the respective roles and responsibilities of the key parties and agencies involved in delivering the scheme.
- Review existing technology systems and administrative arrangements supporting the scheme, and capture lessons learnt to date.
- Evaluate governance, accountability, procurement and funding settings.
- Undertake comparative analysis of operating models used in other jurisdictions.
- Define success measures across customer experience, investment, and scheme integrity.
- Develop requirements for an administration system to support future operational delivery, including input into an investment case / proof of concept.
- Manage project scope, timelines, stakeholder engagement and reporting to ensure the project delivers agreed outcomes.
- Work closely with senior business owners to keep the investigation aligned to agreed objectives.
- Proven experience managing complex, multi-stakeholder investigations or reviews, ideally within government or public sector environments.
- Strong understanding of operating model design, governance frameworks, and procurement/funding arrangements.
- Skilled at synthesising input from audits, due diligence reviews and technical assessments into clear, actionable recommendations.
- Excellent stakeholder management skills, with the ability to work effectively with senior leaders and cross-agency partners.
- Strong analytical and report-writing skills, with experience developing business or investment cases.
- Comfortable operating within a structured PMO environment, reporting into a programme management office.
- Relevant project management qualification (e.g. PMP, PRINCE2, Agile) is an advantage.
