About the Opportunity:

We're seeking  two experienced Senior Business Analysts  to join a significant Information Management (IM) Programme within a large New Zealand government organisation. These are pivotal roles that will support the delivery of complex information and data initiatives across multiple portfolios, contributing to genuine organisational capability growth and transformation.

You'll be embedded in a structured programme environment, working alongside a BA Lead and wider programme team, with responsibility for end-to-end business analysis across discovery, design and implementation phases.

What you'll be doing:
  • Eliciting current state and developing future state within an established BA framework and toolset
  • Developing detailed  use cases, functional requirements specifications and user stories
  • Producing  process flows, information flows and business rules
  • Leading and supporting  design thinking and discovery sessions
  • Conducting gap analysis (including SWOT) between current and future states
  • Mapping requirements to programme deliverables and outcomes
  • System integration analysis  — a key focus for this programme
  • Engaging with and drawing insights from stakeholders across multiple portfolios
  • Developing and maintaining strong business relationships with stakeholders across the organisation
  • Contributing to programme planning, capability uplift and continuous improvement
What we're looking for: 

Essential:
  • Proven experience as a  Senior Business Analyst on complex transformation programmes
  • Demonstrated ability to break down complex problems and work at both detail and summary levels
  • Strong  system integration experience  — this is the primary technical skillset required
  • Excellent stakeholder engagement and communication skills, with the ability to translate complex issues into plain language
  • Ability to  work independently, self-direct and show initiative
  • Experience producing: use cases, process/information flows, business rules, requirements/user stories
  • High attention to detail and strong organisational skills
  • Comfortable operating in  ambiguous, evolving environments  with shifting priorities
Desirable:
  • Experience in  government, defence, or highly regulated environments
  • Background in  information management or data programmes
  • Exposure to  operating model or service delivery transformation
The details:
  • Rate:  $120 per hour (+ GST if applicable)
  • Duration:  Contract through to  December 2026
  • Location:  Wellington (some remote/hybrid flexibility)
  • Start:  July 2026
