We're looking for an experienced Senior Business Analyst with a strong operating model and organisational change background to join a significant Information Management (IM) Programme within a large New Zealand government organisation.
This role sits within the Operating Model and People Change workstream — a critical stream focused on how the organisation designs, transitions and embeds new ways of working as part of a broad information management transformation. You'll be working alongside a BA Lead and a wider programme team, with meaningful responsibility for shaping how change lands across the organisation.
What you'll be doing
- Analysing and documenting current and future state operating models, identifying gaps and transition requirements
- Developing process flows, information flows and business rules that reflect changed ways of working
- Producing use cases, user stories and requirements that capture people and process change needs
- Supporting change impact assessments and contributing to change readiness planning
- Facilitating and supporting discovery and design thinking sessions with business stakeholders
- Translating complex organisational and process changes into clear, plain-language documentation
- Engaging across multiple portfolios to understand people and capability challenges linked to the IM programme
- Mapping requirements to programme deliverables and ensuring traceability throughout delivery
- Contributing to operating model design artefacts and service delivery documentation
- Supporting continuous improvement and capability uplift across the programme
Essential:
- Proven experience as a Senior Business Analyst on complex transformation or change programmes
- Demonstrated experience in operating model design or redesign and/or service delivery transformation
- Strong ability to break down complex organisational problems and work at both strategic and detailed levels
- Experience producing: use cases, process/information flows, business rules, requirements/user stories
- Excellent stakeholder engagement skills — able to work across diverse groups and draw out insight effectively
- Ability to work independently, self-direct and show initiative
- Confident operating in ambiguous, evolving environments with changing priorities
- High attention to detail with the ability to translate complexity into plain language
- Experience working in government or defence environments
- Background in people change, organisational design or workforce transformation
- Familiarity with information or data-driven change programmes
- Experience supporting change management practitioners or working in integrated change/BA functions
- Rate:$120 per hour (+ GST if applicable)
- Duration: Contract starting in July and running through to December 2026 (highly probable extension)
- Location: Wellington (some remote/hybrid flexibility)
- Start: As soon as possible
