A major public sector organisation is seeking experienced Senior Business Analysts and an intermediate Business Analyst to support large-scale transformation initiatives that enhance regulatory systems and service delivery across Aotearoa. These roles sits within a strategic delivery and change function and plays a key part in helping the organisation achieve its long-term vision.
You will contribute to complex reform programmes that involve legislative change, digital transformation, new operating models, and the modernisation of high-volume regulatory processes.

- and supporting broader reform priorities set by government.
Key Responsibilities
- Lead high-quality business analysis across major transformation and regulatory reform programmes.
- Facilitate workshops and engagement sessions to define business needs, pain points, and opportunities.
- Develop business cases, feasibility studies, legislative impact assessments, and benefits realisation plans.
- Document requirements, processes, current and future state operating models, and decision papers.
- Collaborate with internal stakeholders, delivery teams, and external agencies to ensure solutions are fit for purpose.
- Support and mentor Business Analysts, promoting consistency and high standards across the team.
You are an experienced Senior Business Analyst with a strong background in transformation within complex, multidisciplinary environments (We are also looking for an up and coming BA to work on a legislative review project, Fixed term to 30 June 2026).
You thrive in ambiguity, can simplify complex problems, and have a track record of delivering outcomes that improve regulatory systems, digital services, or public-facing processes.
You will bring:
- Proven experience leading business analysis for large programmes or projects.
- Strong stakeholder engagement and relationship management skills at all levels.
- Expertise in business process mapping, requirements definition, and solution design.
- Experience working on initiatives involving regulatory change, digital service delivery, or legislative frameworks (desirable but not essential).
- Familiarity with project methodologies (e.g. PRINCE2), benefits frameworks, or Better Business Cases.
- Experience mentoring other analysts and contributing to the growth of a high-performing team.
- Relevant tertiary qualifications (CBAP or similar certification advantageous).
