This programme involves significant system and service transformation across multiple regions and organisations. It will introduce modern, flexible payment and access options for customers while enabling improved operational capabilities. The programme environment is fast-moving, highly collaborative, and involves multiple delivery partners and stakeholders across the country.
As the Lead Business Analyst you will take ownership of defining, managing, and assuring user requirements across the programme lifecycle. You will ensure that user needs are clearly articulated, traceable, and translated into high-quality requirements aligned with service outcomes, operational needs, and regulatory obligations.
You will work closely with delivery teams, architects, service designers, and programme leadership to ensure requirements support effective design, build, testing, and operational readiness. The role also involves extensive stakeholder engagement across regional organisations, delivery partners, and vendors.
Key Responsibilities
- Lead the identification and prioritisation of user needs across customer, operational, and business stakeholders
- Translate user needs into clear, structured functional and non-functional requirements
- Establish and maintain requirements frameworks, documentation standards, and governance processes
- Ensure end-to-end requirements traceability from discovery through to delivery and implementation
- Facilitate workshops and stakeholder engagements across multiple organisations and delivery teams
- Manage competing priorities and ensure requirements remain focused on customer and service outcomes
- Assess the impact of requirement changes on programme scope, cost, schedule, and risk
- Support governance forums with clear reporting on requirements maturity, risks, and dependencies
- Ensure requirements support operational readiness, business processes, and transition to live services
- Extensive experience leading business analysis in large, complex technology or transformation programmes
- Demonstrated experience managing requirements in multi-stakeholder delivery environments
- Strong capability in requirements traceability, governance, and assurance practices
- Proven facilitation and stakeholder management skills
- Experience leading or mentoring Business Analysts within a delivery programme
- Strong understanding of structured delivery environments and requirements frameworks
- Experience working in large organisations, government, or regulated sectors is advantageous
