About this role | Mō tēnei tūranga
  
This is a full-time permanent opportunity to join the leadership team of Matihiko | Digital, a core function of the Ministry that delivers a comprehensive range of digital & data products and services to both Ministry & education sector customers.
  
With the recent consolidation into Matihiko of data & GIS capability from other parts of the organisation, this is an establishment role that brings together a team of 30-40 people, a large proportion of which are currently contractors, with a clear remit to establish and lead the strategic direction, deliver critical work programmes, and develop a high performing team with a sustainable resourcing model over time.
  
The immediate work programme focus is on the delivery of next generation data warehouse capability and analytical tools and streamlining data collection and exchange methods with a view to retiring legacy systems and maximising the leverage of enterprise technology platforms.
  
This role also has a focus on geospatial data and GIS systems with an objective of maximising the effectiveness and use of those capabilities across a wide range of Ministry functions.

As we increasingly move to a future enabled by AI, the data delivery team will also play a key role in ensuring our data assets are appropriately organised such that we can harness new AI capability to drive further innovation and efficiency gains.
  
Salary range:  $165,501 - $248,251 per annum + 3% kiwi saver.  The successful candidate will be appointed at a salary which reflects individual skills and experience.

You will represent the organisation to the customer base in the sector, managing business and financial sustainability.
  
To be successful in this role, you will have the following capabilities and competencies: 

  • Be a capable and influential leader who can lead and form a cohesive team with a hybrid staffing model
  • Have experience in, or a preparedness for, undertaking an establishment role and steering the function
  • Be a strategic and critical thinker who focuses on capability building
  • Possess the ability to optimise the use of analytics and warehouse data
  • Possess a good knowledge of the application of data to maximise service delivery outcomes
  • Proven ability to direct and identify key skillsets within the existing team to maximise output, using resourcing effectively to meet needs across the group
  • Superb partnering skills with customers through multi-disciplinary teams and a product-based approach.
  • Possess the level of confidence and professionalism required to engage at the political interface 
You will also have:
  
  • Senior leadership of a complex data services delivery or related function
  • People and operational leadership experience within a complex environment
  • Experience leading organisational change
  • Experience in developing, monitoring, improving and maintaining functional workflows and processes.
  • Knowledge and experience across Agile practices (Kanban, Scrum) and familiarity with models, tools and ways of working
  • Sound political awareness
  • A good understanding of the machinery of government
  • A solution-focussed mindset
  • The skills to be influential towards achieving outcomes
  • A calm approach and be clear headed in your thinking
  • The ability to adapt and respond to changing circumstances and pressure
  • The ability and willingness to adhere to the Public Service Standards of Integrity and Conduct.
  
About our group and team | Mātau rōpū ake
  
Matihiko | Digital leads the Ministry’s technology strategy, overseeing digital and data services, driving the cross-agency  Connected Ako  strategy, enabling system-wide digital investment, and aligning with government digital and data best practices.
  
Its two core responsibilities are:
  
  • Operating a secure, resilient digital environment for the Ministry, including networks, devices, tools, and data infrastructure.
  • Managing digital services that support the education sector’s funding, enrolment, assessment, identity, and school network needs.
